Intent and strategy, control 1 of 12
I-01 Give every page a real user purpose
A page must solve a defined user problem or organisational obligation, not exist merely because a keyword can be targeted.
- Priority
- Gate. A FAIL stops publish or launch.
- Hard gate
- Yes. A FAIL stops publication, whatever the score.
- Change class
- AUTO_WITH_TEST: A candidate requiring relevant tests.
- Quality bucket
- Intent and user-task fit
Why it matters
Pages built only to catch rankings leave visitors without the answer, decision or task they came for. Google's guidance on helpful, people-first content and its Search Essentials both start from the user, so a page with no clear reader is weak for search engines and unhelpful as a source for AI answers. Defining the purpose first stops that failure before it is published.
Evidence to review
- Page brief, actual user questions and a task-completion review.
How to implement
- State audience, task and successful outcome in one sentence.
- Separate discovery, decision, transaction, support and policy purposes.
- Require usefulness even when the visitor arrives directly rather than from Search.
How UltimateSEO checks this
Needs your evidence. No automated check covers this control, so it stays UNKNOWN until evidence is supplied.
Evidence needed: the purpose of each page type and the user it serves, judged against real audience and business goals.
States used: PASS, FAIL, UNKNOWN, NOT_APPLICABLE or BLOCKED. UNKNOWN is never shown as a pass. How states work.
