Intent and strategy, control 7 of 12
I-07 Do not create duplicate pages for wording variants
A query or prompt variation alone is not sufficient reason for another URL. Different intent, original data or meaningful utility must justify it.
- Priority
- Gate. A FAIL stops publish or launch.
- Hard gate
- Yes. A FAIL stops publication, whatever the score.
- Change class
- AUTO_WITH_TEST: A candidate requiring relevant tests.
- Quality bucket
- Intent and user-task fit
Why it matters
Producing a new URL for every keyword or prompt variation fills the site with near-identical pages that add nothing for the reader. Google's spam policies and its guidance for generative AI features both point away from scaled, repetitive content, and duplicate pages split signals that one strong canonical page would hold together. Tying new URLs to real differences keeps the site useful and low risk.
Evidence to review
- Existing-resource search, overlap report and a distinct-value brief.
How to implement
- Cluster substantially identical needs.
- Check existing routes and semantic overlap before creating pages.
- For legitimate variants, record distinct users, data or functionality.
- Treat similarity tools as diagnostics rather than unquestionable deletion decisions.
- Overlapping queries, shared templates or high text similarity alone do not justify merging, noindexing or deleting useful resources. Use O-03 and retain a documented coexistence decision when appropriate.
How UltimateSEO checks this
Partly automated. The scan records page signals, but a passing signal is kept as information: contextual or account evidence is still needed to establish the control. A failing signal is a prompt for review, not a confirmed defect.
The check looks at: the crawler finds near-duplicate pages by content similarity; a person confirms whether they serve genuinely different intents.
States used: PASS, FAIL, UNKNOWN, NOT_APPLICABLE or BLOCKED. UNKNOWN is never shown as a pass. How states work.
